Receiver-initiated accept of a pending Canton transfer identified by its
on-ledger TransferInstruction contract id, which may not be tracked locally.
The caller supplies the receiving account (and optionally the exact
receiver address) like a normal transaction; the instruction's
acceptability is enforced on-ledger. To accept a locally-tracked pending
transfer, prefer acceptCantonTransfer.
No local pending-row or executeBefore check. Caller must supply the correct receiving account
and optional receiver address; failures happen on-ledger or at signing. Prefer acceptCantonTransfer
when the transfer is in getPendingAcceptTransfers or bulletins; use this only when the instruction
is on-ledger but not ingested locally.
